In its move toward greater transparency and improved clarity of its penalty procedures, IndyCar has released the 2016 edition, ahead of this weekend’s Desert Diamond West Valley Phoenix Grand Prix. IndyCar president of competition Jay Frye’s Race Control lineup of Dan Davis, Arie Luyendyk and Max Papis will be basing their judgment calls off the following rules.
